Metatron (guest star Curtis Armstrong) initiates a plan with Castiel to take on Naomi (guest star Amanda Tapping) and the bureaucracy of Heaven. Alaina Huffman and Kim Rhodes also guest star. Phil Sgriccia directed the episode written by Jeremy Carver."
